First, while the war on drugs is trying to shut down the supply side, the actual problem is DEMAND driven. There are no big advertising campaigns. No "Our drugs are better than your drugs". No, "our drugs will improve your marriage", nor "our drigs will lighten your skin" ad campaigns on TV. No billboards extolling the virtues of drugs. Supply is not the problem. As long as people want drugs, as long as there is DEMAND for drugs, someone will find profitable way to smuggle them or make them domestically.
The second thing we need to do in order to solve the drug problem, is to realize that drug use is not THE problem. It is a SYMPTOM of multiple problems. If we eliminate poverty, eliminate loneliness, eliminate hunger, eliminate meaningless jobs that do not add value to community, eliminate abusive relationships, the demand for drugs will disappear. No more drug problem. Many other problems solved as well (the sign of a good, systems solution)
